Harwich has more standing water than most of the Cape. Bogs, kettle ponds and a high water table across a good deal of the town. That matters more for masonry than people expect, because the enemy of any hardscape is not weight, it is water that has nowhere to go.
On wet ground we excavate deeper, use a thicker layer of clean crushed stone, and pitch the whole assembly so surface water leaves rather than pools. Where a wall is involved, the drain line behind it has to actually exit somewhere, not just end in the backfill.
Skip that and the freeze cycle does the rest. Water trapped under a patio expands, lifts, and the surface never sits flat again.
